Just because a guy doesn't use his one phone call to apologize to you for cutting the date short doesn't necessarily mean he's not sorry. He likely used that call to contact his lawyer and give him several instructions, including to place a call to you begging your forgiveness. But the lawyer is so busy securing his release that he hasn't had time to get in touch with you.
